Washington needs to legalize cannabis


Citizens of four states vote on Tuesday on voting initiatives to legalize some type of cannabis. Residents of Missouri and Utah will decide on their medical availability, Michigan and North Dakota on adult recreational use. If the four measures are exceeded, the number of states that allow some type of cannabis use will jump to 32, almost two thirds of the US. UU



The trend could not be clearer: the prohibition of cannabis is coming to an end. A Gallup poll last month found that 66% of Americans favor legal marijuana.


Now I am one of those Americans. It started when a friend of mine who suffered from chronic back pain found relief with the use of medicinal cannabis. Intrigued, I looked more deeply into the uses of marijuana. I learned that in April the Food and Drug Administration approved a drug called Epidiolex, which can reduce the number of epileptic seizures that children must endure. It contains only non-psychoactive components of cannabis plants.

Marijuana is helping people across the country. Since joining the board of cannabis operator Acreage Holdings last spring, I have spoken with countless older adults, baby boomers and millennials about their experiences in cannabis use to avoid the rigors of chemotherapy, relieve muscle pain, relieve Anxiety and much more. Convinced as I am when accumulating scientific and anecdotal evidence, what impresses me the most is that one by one, our states have spoken.


Until cannabis is legalized at the federal level, Washington must respect the rights of states to regulate it within its borders. The Tenth Amendment clearly protects the prerogative of states to do so, and we must not allow the federal babysitting state to say otherwise. The bipartisan law Strengthening the Tenth Amendment through the Trust of States, presented in the House of Representatives and the Senate in June, is a step in the right direction. It would allow states to make their own decisions about the possession, manufacture and sale of cannabis, without federal interference.


The Drug Control Administration must also stop classifying marijuana as a Schedule 1 narcotic, the same category as heroin. This state prevents many research institutions financed by federal funds from studying how cannabis could treat sick Americans. According to a study by New Frontier Data, the major banks can not invest in an industry that could create 654,000 jobs if marijuana were legalized in the current 50 states. And the most cruel thing, the classification of List 1 prevents veterans from having access to medical marijuana.


Because cannabis remains illegal at the federal level, hospitals administered by the Department of Veterans Affairs can not treat service members suffering from post-traumatic stress disorder or chronic pain with any form of medical marijuana. In contrast, VA doctors prescribe several opioids, fueling a crisis that killed 42,000 Americans in 2016, according to the Centers for Disease Control and Prevention. Since I left the public office, I have convinced myself that a cannabis reform is needed to be able to investigate, help our veterans and reverse the opioid epidemic that plagues our communities.


As a congressman, I learned that government works best when listening to its constituents. Representatives must use what people tell them to constantly question what policies are serving the greater good. It is time for the government to reconsider how it approaches cannabis.
