Syrian officials search in French arrest warrant
PARIS: a French judge has issued international arrest warrants for three high-ranking members of the Syrian government, including his chief of security, on suspicion of being involved in war crimes, according to a judicial official and a lawyer for the alleged victims.
Prosecutors in France are investigating whether Syrian officials participated in the torture and murder of Syrian-French citizens Mazen Dabbagh and his son Patrick, the judicial official said without mentioning the Syrian suspects.
Clémence Bectarte, a lawyer from the International Federation for Human Rights who represents the family of the alleged victims, identified the three officials as Ali Mamlouk, the chief security officer of Syrian President Bashar al-Assad; Jamil Hassan, intelligence chief of the Syrian air force; and Abdel Salam Mahmoud, intelligence chief of the air force at the military airport in Damascus. The orders were issued last month, he said.
A spokesman for the Syrian government said there was no one available to comment. Damascus is unlikely to extradite officials, in part because Paris broke diplomatic ties with the Assad regime at the beginning of the Syrian conflict.
Still, the measure restricts the ability of officials to travel internationally and opens the door to France to prosecute Syrians in absentia. So far, Russia and China have blocked diplomatic efforts for the United Nations Security Council to refer members of the Assad government to the International Criminal Court in The Hague.
Earlier this year, Germany issued an arrest warrant for Mr. Hassan, according to the International Federation for Human Rights, known by its acronym in French, FIDH. The Paris-based organization estimates that between 250,000 and 1 million civilians have been detained by Syrian government forces and affiliated militias since the protests against the crime broke out in 2011. Many have died in detention, the organization says.
In November 2013, Syrian intelligence officers arrested Mr. Dabbagh and his son at the Mezzeh military airport, said Ms. Bectarte. That led Mr. Dabbagh's brother to file a complaint with the French authorities in 2016.
In July 2018, the Dabbagh family obtained documents from the regime indicating that the father and son died in November 2017 and January 2014, respectively, said FIDH.
