BRASILIA (Reuters) - Brazil's president-elect Jair Bolsonaro faced the first setback in his plans to reduce the country's massive deficit on Wednesday, when the Senate approved a 16 percent pay raise for the judiciary against its wishes.

The far-right politician was elected last month for a wave of anger over corruption and economic recession, which he and many voters attributed to the long reign in power of the Left Workers' Party.


Bolsonaro, who takes the reins on January 1, began to name key positions in the cabinet and exposed his vision for the government, but, like other leaders before him, he discovered that making changes in Brazil might not be an easy task .


He told reporters that "it was not the time" to approve salary increases. But the Senate went ahead and passed a bill to increase the salaries of judges, which serves as a point of reference for other payments from the public sector. This will add an estimated 4 trillion reais ($ 1 trillion) to next year's deficit.


The promise of Bolsonaro's campaign to merge the ministries of agriculture and the environment has also failed.


As he named congresswoman Tereza Cristina, leader of the Brazilian agricultural bloc, to be his agriculture minister on Wednesday, he abandoned his initial plan to merge the two portfolios.


The plan faced opposition from environmentalists, who said it would lead to deforestation, and the agricultural sector that it feared would hurt trade relations.


Cristina is an agronomist in the main agricultural state of Mato Grosso do Sul. She is the first woman appointed as minister by Bolsonaro, who has a history of making misogynistic comments.


Bolsonaro, who said he wants to reduce the number of ministries, said on Wednesday he planned to merge the ministry of labor with another, without providing details.


SECURITY PRIORITY


On his second day in Brasilia as president-elect, Bolsonaro met with current President Michel Temer to discuss the prospects of what many say are economic reforms urgently needed.


Bolsonaro said this week that he would discuss with Temer the need to carry out a pension reform this year to control the deficit.


At a press conference after the meeting, Temer said he had invited Bolsonaro to accompany him to the G20 summit from November 30 to December 1 in Buenos Aires, as part of the government's transition.


Bolsonaro also promised on Wednesday to give priority to a solution to Brazil's public security problems, a central table on the platform of the former army captain who emphasizes law and order.


Augusto Heleno, the head of a group of retired army generals who backed Bolsonaro's presidential candidacy, will take over as security chief in the new cabinet, a spokesman for the transition team said on Wednesday. Heleno had been previously announced as the next defense minister.


Bolsonaro told reporters that the chief executive of state oil company Petroleo Brasileiro SA, Ivan Monteiro, was not expected to remain in the new administration.


But the GloboNews television channel later reported that Bolsonaro would keep Monteiro, who took over as the world's most indebted listed oil company in June. Monteiro said on Tuesday he was open to staying if he was invited.

Petrobras did not respond immediately to a request for comments.


Bolsonaro said that he and his economic guru Paulo Guedes had not discussed the fate of the head of the central bank, Ilan Goldfajn.


His foreign minister will be a career diplomat, he said.
