Turkey organizes a summit to find solutions to end the war in Syria


The leaders of Turkey, Russia, France and Germany met for a summit on Saturday on Syria, hoping to lay the foundations for an eventual peace in a country devastated by years of war.

A key challenge is his divided opinions on Syrian President Bashar Assad, who is backed by Russia and Iran and whose government has regained most of the territory that the rebels took during the war that killed more than 400,000 people.

Western countries condemn Assad for what they call indiscriminate attacks against civilians and Turkey has been helping insurgents to try to get him out of power.

Even so, leaders meeting in Istanbul hope that a ceasefire in Idlib province, in northwestern Syria, can provide some impetus to peace efforts. Last month's truce prevented an offensive by the Syrian government in the last rebel stronghold, which many feared would have triggered another refugee crisis.

Idlib has been relatively quiet since then, although both sides have accused each other of violating the agreement. Syrian government forces bombed villages controlled by rebels in Idlib on Friday, killing seven people in violation of the agreement reached by Russia and Turkey, opposition activists said.

At the Istanbul meeting, Turkish President Recep Tayyip Erdogan receives Russian President Vladimir Putin, German Chancellor Angela Merkel and French President Emmanuel Macron.

In addition to Idlib, the agenda items include access to humanitarian aid, the first preparations for the drafting of a constitution and the eventual reconstruction of Syria, which has been in conflict for more than seven years. The last hope is a political solution that allows millions of Syrian refugees to return to their homes and be safe.

The summit comes amid Turkish threats of a new military operation across the border into northern Syria, in areas held by Kurdish Syrian fighters. Turkey considers the Kurdish Syrian militia, which is backed by the United States, as terrorists and part of the Kurdish insurgency in Turkey.

On Friday, Erdogan said Turkey would not allow "terrorist groups located east of the Euphrates River" to threaten Turkey's security.

Turkey launched two incursions into Syria, in 2016 and 2018, in areas west of the Euphrates, expelling Islamic State militants, as well as Syrian Kurdish fighters from its border.
