Black unemployment, like general unemployment, is, in fact, at historic lows. The unemployment rate in the United States fell to 3.7 percent in September, according to the Office of labor statistics. Since January, the unemployment rate has fallen almost half a percentage point in general.
But the unemployment rate does not necessarily tell the whole story, the experts told ABC News. Going deeper into the numbers, the racial disparities become clearer. While the outlook has improved for everyone, it has improved especially for whites. Unemployment among white workers slipped to 3.3 percent. For minorities, however, the numbers showed little or no change from the previous month. For black workers, unemployment remained at 6 percent, while it was 3.5 percent for Asians and 4.5 percent for Hispanics.

"There's nowhere to go in the country and see the unemployment rate in black and white in the same way: it's race, anyway," Wilson added.
Economists point to systemic biases in hiring and firing that put blacks at a disadvantage.
But there is also the way in which unemployment numbers are compiled and interpreted: the rate is based on the number of unemployment claims made. Most of those who are long-term unemployed, work part-time, are contractors or consultants or have a job in the concert economy, such as a Uber or Lyft driver, are not eligible for benefits.
In other words, potential workers who are no longer eligible to file unemployment claims, as well as people who were not laid off from the right kind of full-time job, are not included in the federal unemployment figures.

Then there is the way in which the general definition of work has evolved over the last century, since the government began collecting unemployment data in the 1940s.
"Current jobs are less safe and real wages are still very low," said Darrick Hamilton, professor of economics and urban policy at the New School in New York City. "Considering jobs today in a historical sense is not an apple to another, given the nature of employment in terms of low wages and high volatility between when and how much time you work week by week, and vulnerability to job layoffs that It involves contingent work. Another racial gap persists in accumulated wealth.
"Currently, the average black household has about 10 percent of the average white household's wealth," Wilson said.
And of course, there are mass incarcerations. The population incarcerated in the United States has multiplied more than tenfold since 1972 to more than 2.2 million, according to the Equality of Justice Initiative.
Incarcerated people are not counted in the unemployment figures. If they were, the numbers of unemployed would jump, especially for blacks, economists said.
In 2016, blacks represented 12 percent of the adult population in the United States. UU., But 33 percent of the convicted prison population. In contrast, whites accounted for 64 percent of adults in the United States, but 30 percent of inmates, according to the Pew Research Center.
"The basis on which we calculate unemployment for black men is biased," Hamilton said, "because a relatively larger segment of the black population is incarcerated and excluded from the calculation of unemployment altogether."
