The ministers support the vision for the future of Europe in space
The ministers in charge of the space activities of the Member States of the ESA have successfully concluded the Intermediate Ministerial Meeting (IMM18), held at the European Space Astronomy Center (ESAC) of Villanueva de la Cañada (Madrid) (Spain) and chaired by the Minister of Science, Innovation and Universities, Pedro Duque. This meeting constitutes a new milestone on the road towards Space19 +, the next Ministerial Council of the ESA, which will take place in November 2019 in Seville.
During the meeting the ESA proposal for the future of Europe in space was presented, which will be submitted to the ministers during Space19 +.
The proposal contains a roadmap for ESA and the EU to continue financing and implementing space programs in Europe in a sustainable and efficient manner. In addition, it exposes a vision for the internal functioning of the Agency, adapting it to the change of paradigm in the space sector. Finally, it includes the proposal of the general director of ESA with the space programs that will be carried out by the Agency as of 2019.
This program proposal is comprehensive, addressing all aspects of space activities: science and exploration, applications, access to space, operations and R & D, including the emerging field of security and space protection. This last pillar focuses on the protection of our infrastructure, responding to challenges such as space weather, planetary defense against near-Earth objects and space debris, both from the point of view of its reduction and its elimination. In addition, with respect to cybersecurity, it proposes to increase the use of space technology for specific applications in the field of security and protection on Earth (for example, maritime safety and security, with autonomous maritime transport, the management of catastrophes, border security and support for air traffic safety through satellite communication).

The most important decisions that Member States should take at Space19 + will be:
Regarding the programmatic content:
- restore the global leadership of ESA's scientific program in the physics of the Universe, reversing the prolonged decline in purchasing power of the Resource Level;
- make Europe an axis of the new era of global space exploration;
- explore the Moon and Mars;
- work with existing partners (such as the United States) and new ones (such as China);
- partner with the industry to achieve economic growth and benefits for society in traditional fields of application and in the new field of security and space protection (eg satellites for global 5G communications, threat management by extreme space weather) , or taking advantage of new opportunities and markets in space, such as services in orbit) through collaboration and projects of a traditional type and more oriented towards industrial involvement and responsibility;
- reinforce innovation both within the sector ("spin-in") and in other markets ("spin-off").
Regarding the maintenance of a solid ESA-EU relationship based on common development:
- ensure continuity and evolution of the spatial component of Copernicus;
- guarantee research and development activities in navigation to be considered a precursor of the next generation of European GNSS.
Regarding the political and regulatory aspects:
- improve ESA's industrial policy to streamline decision-making and processes, as well as adapt processes to the types of activity and project;
- restore priorities in security and space protection to open future markets;
- promote European competitiveness in access to space through the commitment to a European flight policy for ESA missions.
The IMM18 has allowed to lay the foundations to face these important decisions in Space19 +.
The resolutions adopted will be published on the ESA website (www.esa.int):
- Resolution on the granting of a mandate to the Director General to establish appropriate relations between the European Space Agency and the European Union
- Resolution on the provision of strategic guidelines for the preparation of the programs and activities of the Agency
Apart from the meeting, two agreements have also been signed.
- A joint statement on the institutional exploitation of Ariane 6 and Vega C, in which the signatories have expressed their full support to the European launchers sector and to Ariane 6 and Vega-C. In this way, they recognize the benefits of adding their institutional demand for launch services to ensure economic, affordable, independent, reliable and autonomous access to space for Europe.
- ESA and the Italian space agency ASI have agreed to continue their cooperation in relation to the future deployment of the new fly-eye telescope on Mount Mufara (Sicily). This high-performance telescope will be used to study the sky in a systematic and regular way in search of asteroids that approach the Earth and represent a threat of collision with our planet.
