Bowers, 46, of Pittsburgh, remained in good condition Sunday on guard at a Pittsburgh hospital. He is scheduled to make his first appearance in federal court at 1:30 p.m. Monday.
The investigators said that minutes before the slaughter, it is believed that Bowers published his intention to commit the massacre on the social networking platform Gab, which is popular with white supremacists and the right.
"Screw the optics, I'm going to enter," says a post that is believed to have been made by Bowers moments before the first shots inside the temple took place.
Bowers was charged Saturday night with 29 federal charges, including several hate crimes. He faces 11 counts of obstructing the exercise of religious beliefs resulting in death, 11 charges of using a firearm to commit murder, four counts of obstruction of the exercise of religious beliefs resulting in bodily injury to an officer of public safety and three counts of use and discharge of a firearm during and in connection with a crime of violence.
The four charges of bodily injury to a public safety officer come from police officers injured in the shooting.
"Each charge is punishable by death," said Scott Brady, the United States attorney for the Western District of Pennsylvania at Sunday's press conference.

Bob Jones, the special agent in charge of the FBI office in Pittsburgh, said that Bowers allegedly used three Glock 357 pistols and one AR-15 assault rifle in the massacre.
"All the weapons he brought to the facility were used," Jones said.
Brady added that during the course of the deadly attack, "Bowers made statements about the genocide and his desire to kill the Jews."
Jones said Bowers roamed the sprawling temple in the Squirrel Hill neighborhood of Pittsburgh to kill victims.

Three services were occurring simultaneously in the temple at the time of the uproar and Jones said bodies were found in three different places in the synagogue.
The first shots were made at approximately 9:45 a.m. and the calls were sent to the emergency medical services at 9:54 p.m.
Officers rushed to the scene and met Bowers as he left the synagogue and a gun battle ensued, authorities said. Bowers retired to the temple and went to the third floor, according to the criminal complaint filed against him.

While Bowers was being treated on the scene, he released a statement to SWAT officer David Blahut, saying: "I wanted all Jews to die and also that they (the Jews) were committing genocide on their people," according to the criminal complaint.
Bowers was not known to the FBI before Saturday, according to Jones. Investigators suspect that he acted alone, Jones said.
In addition to the federal charges, Bowers was also charged with 35 state crimes, including 11 counts of criminal homicide, six counts of attempted criminal homicide, six counts of aggravated assault and 13 counts of ethnic intimidation.

The Anti-Defamation League said it was "inconceivable for Jews to be attacked during worship on a Saturday morning."
"This is the most lethal attack against the Jewish community in the history of the United States," he said in a statement.
The lifeguards prevented the shooting from becoming a worse tragedy, said Brady.
"They are true heroes, who without hesitation, without worrying about their safety, ran towards the shots to protect the innocent victims, and by confronting and neutralizing Bowers, they avoided the additional loss of life," said Brady.
