In a camp containing dozens of families, a truck distributed cups of water and small sandwiches. The fight for the brochures lasted less than two minutes.


"We have water today," said Lia Fitri Yani, 25, who had to sleep under a blue tarp since the earthquake tore down the walls on one side of her house. "But not everyone does it, there is no system."


The death toll reached 1,424 on Thursday, disaster management officials said. Hundreds of the victims have been buried in common graves.

Sutopo Purwo Nugroho, spokesman for the national disaster mitigation agency, predicted that the death toll would continue to rise.


In a destroyed neighborhood where the earthquake raised the ground level by more than 16 feet, search and rescue personnel recovered more victims from the debris and placed them in body bags next to a closed restaurant. Amid crumbling houses and the charred remains of crushed vehicles and rooftops, red and white Indonesian flags marked places to dig for more victims.


At the airport, military cargo planes unloaded food and water supplies from the main city of Sulawesi, Makassar. The International Federation of the Red Cross said it was sending 70 tons of aid to ships, with a first ship with water tanks and other equipment scheduled to arrive on Saturday.


More than 70,000 people sleep outside under the tarps, many of them in the dry hills that dominate the city of Palu and its wide bay. Hendra Wahid, a student, drove 27 hours with two dozen volunteers to bring two trucks of food and water to the homeless.


"We will run tomorrow and then we will go home," Wahid said. "But there are still many people who fled to the hills who have not received help."


Mr. Sutopo said that more medical and medical supplies are arriving in the affected areas. In a half-ruined hospital in Palu, two dozen patients lie in beds outside, some under the shade of the trees. The interiors of some buildings are in use anywhere in the city, with residents afraid to move inside the house in case of new tremors.


An anesthesiologist, a volunteer from the main island of Indonesia in Indonesia, said the medical situation seemed to be largely under control. "The main problem is fractures due to falling debris," he said.
