Federal revenues remained essentially flat in the budget year that just ended, despite accelerated economic growth, strong hiring and increased worker wages, according to new estimates from the Congressional Budget Office showing the effects of the tax law of last year.

Government spending increased by 3% in fiscal year 2018, raising the budget deficit to $ 782 billion, up from $ 666 billion in the previous fiscal year, estimated CBO.

The CBO report is the first snapshot of the government's deficit table for the last fiscal year. The Treasury Department will release the official budget figures next week.


CBO estimated that government tax revenues increased by only 0.4%, due in large part to a sharp drop in corporate tax revenues, which fell by 31% in the last fiscal year. About half of that decline occurred since June, CBO said, when companies were able to take advantage of a new lower corporate tax rate and immediately deduct the total value of equipment purchases, changes implemented as part of the overall tax reform promulgated in December.


Beginning in February, employers began using new withholding tables that reflected changes in the tax law, reducing the proportion of income retained from workers' paychecks. That decrease partially offset the increase in tax revenue caused by the increase in wages and salaries, CBO said, resulting in a 1% increase in withheld and payroll taxes.


Individual payments not withheld from income taxes and payroll taxes increased by 15%, and most of that increase occurred in April, as taxpayers made their final payments for fiscal year 2017. In each month Since then, total revenues have been below the level of the previous year.


On the spending side, federal disbursements increased by 3% in the fiscal year, due to the increase in Social Security, Medicare and Medicaid costs, as well as higher interest payments on public debt and the increase in military spending .


Government revenues generally increase when the economy is doing well, as the growing workforce and rising wages help increase the tax revenues that the government collects.


Employers added 2.5 million jobs In the year that ended September 30, the Labor Department said Friday, and the average hourly wage increased 2.8%.


Aggregate payrolls from the private sector, which represent the number of people employed and the amount of money they are earning, increased 5.4% in September from the previous year, said Ernie Tedeschi, economist at Evercore ISI.


On the contrary, revenues increased less than half of 1%.


"Clearly, the story is that the tax cuts have reduced the revenue collection of the federal government," said Tedeschi.


The results of the fiscal year also include three months, October, November and December, before the new tax law came into effect, which is likely to provide a boost to the overall income picture. And the increase in revenue in April largely reflected the tax laws in effect in 2017, before the new legislation was enacted.


For the month of September, CBO estimated that the government had a surplus of $ 116 billion compared to the same month of the previous year, despite a $ 21 billion decrease in business tax revenue.
