Proposing a revolutionary change in the way that scientists genetically modify crops, and that could allow these crops to respond more easily to factors such as climate change, a research program in development in the United States proposes to introduce genetic changes in fields already planted , using infectious viruses.

This approach, which is distinguished by targeting crops already planted, is known as HEGAAs. In this Policy Forum, Richard Guy Reeves and his colleagues highlight the concerns associated with this approach in the way it is conceived by a high profile funder, the Defense Advanced Research Projects Agency (DARPA).

In particular, the DARPA-funded approach to disperse genetically modified viruses directly in the fields requires that these viruses not be administered through traditional means, such as aerial aerosols, which are monitored and controlled more easily, but through insects, noting the lack of spraying equipment among farmers as a rationale.

"It would have been perfectly possible for the DARPA work program to have proposed the development of HEGAAs for deployment by agricultural spray equipment," the authors say, "without the participation of insects." His opinion is that the DARPA approach reflects "the intention to develop a means of administering HEGAAs for offensive purposes".

If this approach is reached, Reeves and his colleagues say that "simple simplifications" could be used to generate a new class of biological weapons, weapons that would be extremely transmissible to susceptible crop species, due to the dispersion of insects as a means of administration.

This perceived intention is, according to Reeves and his colleagues, of critical consideration with respect to international treaties that prohibit the use and development of certain weapons. The authors request greater transparency from DARPA as this program develops, as well as more opportunities for public debate about this paradigm-shifting strategy. (Source: AAAS)
