If you do not feel like reading the image and you just want a TL; DR, basically explains how creative visualization during certain altered states of consciousness (meditation) can create the desired effects in reality.
Basically, the CIA agrees with the theory that the universe is a hologram and claims that we can create our own mini holograms with our thoughts. If we focus enough on them, they become part of objective reality. This is basically the law of attraction, but they have written it more scientifically.
However, it also warns against the visualization of a reality very different from this one. It can result in the dislocation of this world and leave it stranded in an isolated and disordered one. Philip K. Dick talked about something similar.
