Background
This document was published for the first time in 2003, although it was strongly drafted. In February 2018, I requested a Mandatory Declassification Review (MDR) of the file, in the hope that it would be further declassified. In fact, it was not that the essays were almost identical, with the exception that one of the footnotes of the document had less writing, but does not add anything new.
