TOKYO (Reuters) - While US President Donald Trump seems to wage a commercial "Cold War" in China, Japanese Prime Minister Shinzo Abe will promote a thaw with Beijing at a summit this month, where commercial ties they will be in the center of attention.

A hard line on China helped Abe regain his position in 2012 during a row on the small islands of the East China Sea that put the ties in a chill. Now, Abe hopes to build a rapprochement received by Beijing, which is locked in a growing trade war with Washington.
Japan shares the concerns of the United States about Beijing's maritime assertiveness and is extending its military reach to counter China. Japanese companies are also concerned about Chinese violations of intellectual property rights and technology theft.
However, commercial ties with China, the second largest economy in the world, are vital for Japan.
"To ensure that Japan has sustainable economic growth, it can not ignore economic relations with China," said a Japanese foreign ministry official, who spoke on condition of anonymity.
Abe has met with Chinese President Xi Jinping many times since his first cold conversation in 2014, on the sidelines of a summit of Asian leaders in Beijing.
Abe's meeting on October 26 with Xi, officially confirmed on Friday, will be the first large-scale Sino-Japanese summit since 2011. Both parties expect more mutual visits to occur.
The thaw has been linked to a change in Beijing's diplomacy since the end of 2017 and the increase in friction between the United States and China over trade.
CHANGING THE WINDS
Japanese companies want ties to normalize in order to compete with their American and European rivals.
An executive at the Toyota automaker, speaking on condition of anonymity, said the mood had changed with respect to the "China risk" issue of recent years. "The feeling ... is changing very fast, which brings us to more things to do in China," he said.
China is Japan's largest trading partner. Japan is the second largest trading partner of China, after the United States, and the fourth largest investor.
Japan's direct investment in China rose in 2017 for the first time in five years, a trend that continued in the first eight months of 2018, the Japan Foreign Trade Organization said in a report that also points to the increase in Japanese exports to Japan. China.
The highlight of Abe's visit is expected to be a forum attended by up to 1,000 executives and trade officials to discuss China-Japan economic cooperation in third countries.
China expects Abe to make a relatively supportive statement on its Belt and Road initiative, a vehicle to finance and build global transportation and trade links in more than 60 countries.
"We really hope that Japan on this issue is not in a vicious competition with China," said Wang Yiwei of Renmin University in Beijing. "It could be a positive competition or even cooperation."
Belt and Road has received criticism for charging poor nations with unsustainable debts through large projects that are not economically viable. Beijing rejects criticism.
Japanese participation could help the image of Belt and Road and dispel the fears of the debtor nations, experts and officials said.
Abe can, however, reject the Belt and Road label.
Japanese defense officials distrust its military implications, and Tokyo is driving its Free and Open Pacific Strategy to promote free trade and infrastructure in Asia, Africa and the Middle East.
Japan wants to ensure that joint projects with China are transparent, open, economically viable and fiscally sound for debtor countries, officials said.
"This is not" support "for Belt and Road, we will not provide global standards," said a Japanese trade official.
Several non-binding agreements, known as MoUs, are expected from the forum, including one on a project in Thailand, said a Japanese source involved in the planning of the forum.
Such agreements "would be a symbol of improving ties," said Koji Sako, senior economist at the Mizuho Research Institute.

Japan is involved in efforts to forge a Regional Comprehensive Economic Partnership between 16 nations, including China, as well as in talks on a China-Japan-South Korea free trade pact.
Tokyo would resist the kind of "poisonous pill" found in a new free trade pact between the United States, Canada and Mexico, Japanese officials said.
The provision effectively gives Washington the veto power over any free trade agreement with China. The Secretary of Commerce of the United States, Wilbur Ross, has said that they could look for a similar clause with other countries.
Abe and Trump agreed to start talks on a new trade agreement between Japan and the United States that Washington hopes will reduce its trade deficit, while Tokyo aims to avoid higher tariffs on its car exports.
"I can not imagine a situation in which we would accept such a course," said another Japanese government source when asked about the provision on the poisonous pill.
The State Department of the United States and the White House declined to comment when asked about the upcoming Abe-Xi summit.
A US push to get Japan to join efforts to isolate China would present Tokyo with a dilemma, though officials said Abe could tell Trump that Japan was adopting a different approach with the same goal: to convince China to that complies with the global rules.
Such pressure from the United States could find support within Japan.
Many conservative politicians deeply distrust China, as do many Japanese voters. A poll published on Thursday showed that 86 percent of Japanese had a "bad image" of China.
"There are some in Japan who think that the security relationship with the United States takes precedence over Japan's economic problems," said Kiyoyuki Seguchi, research director of the Canon Institute for Global Studies.
"But if one ... asks if economic development is possible without cooperative development with China, the answer is 'No'."
