Rowland was seen in a video surveillance in several places around the campus of the University of Utah during the weekend before the murder of McCluskey. The authorities believe that he was trying to confront her. Hours before the killing, Rowland was in McCluskey's bedroom, socializing with some of his friends. Later, she confronted McCluskey in the parking lot of the building, dragged her to a car that had driven to the campus and shot her several times.

After shooting McCluskey, Rowland was picked up on campus by a woman he met online. They went to dinner, visited the state Capitol and went to his apartment where Rowland bathed.

The woman then called the police when she saw photos of the man who was wanted for the campus shooting.

Later that night, after the woman threw Rowland into a cafeteria, the police tracked him down to the church where he committed suicide.

Rowland got the gun by telling an acquaintance that his girlfriend wanted to learn how to shoot.

Brophy said it appears that the woman who picked up Rowland on campus and the person who lent her the gun had been tricked and will not face charges.

The police knew that Rowland was a sex offender, but not that he was on parole, Brophy said. He added that the police did not initiate the formal extortion investigation until six days after his October 13 report due to workload problems.

Kaitlin Felsted, a spokeswoman for the Utah Department of Corrections, said police did not inform the probation officers of the complaint filed by McCluskey.

In the early stages of the investigation, officers did not have enough information to move on to any other application of the law, Brophy said, adding that McCluskey had no indication that Rowland was threatening physical violence.

University of Utah President Ruth Watkins said that outside investigations are being conducted to evaluate campus safety and police protocols to determine if improvements can be made to prevent future shootings.

Watkins said that so far he has not found errors in the way the police handled the case. Brophy said he welcomes the criticism.

Earlier in the day, Gov. Gary Herbert said the corrections and probation officers had begun investigations into the handling of the case.

"Clearly, in retrospect, we're going to say, 'You should have done this, you should have done it,'" Herbert said during his monthly televised press conference on KUED-TV.

However, he noted that "you never know when these things are going to happen".

Rowland was placed on probation in April when he told the parole board that he was a changed man after being a prison leader who had helped him take advantage of his empathy and learn to follow the rules.

According to court records, he spent nearly a decade in prison after pleading guilty in 2004 of trying to lure a minor girl online and attempting sexual abuse charges.

After being accused, a woman came to report that she had sexually assaulted her after a separate online meeting a few days before.

Rowland, a native of New York, was twice sent to jail for probation violations that included possessing pornography and not completing therapy.

He blamed his "thinking mistakes" for the actions that sent him back to prison, according to the parole hearing recordings from 2010 to 2018 released this week by the Utah Board of Parole and Pardons.

Rowland said at a hearing in 2012 that he was a womanizer who manipulated women to get what he wanted.

Brophy offered the same assessment. He said McCluskey met Rowland last month at a bar where he worked security and started hanging out with him. He visited her often in her bedroom and befriended other students in the building.

"It was very, very good for people to trust him," Brophy said. "Lauren was not different."
