The explosion occurred in a state polytechnic school in the city of Kerch, on the Black Sea, on the eastern side of the Crimea. Initial reports suggested it was a gas explosion, but Russia's National Anti-Terrorist Committee issued a statement saying the blast was caused by an "unidentified explosive device" and Russian officials said they were treating it as a terrorist attack.

At least 13 people were killed in the incident and around 50 were injured, the Russian Investigation Committee, the equivalent of the FBI, said in a statement. The Russian state news agency, TASS, said at least 34 people were transferred to two hospitals, citing medical officials.

The Investigation Committee said it was opening a criminal investigation into the explosion and was treating it as a suspected terrorist attack. The Committee said that its preliminary information suggested that the explosion was caused by a bomb filled with metal objects. Most of the victims were teenagers, he said.

Kremlin spokesman Dmitry Peskov told reporters that President Vladimir Putin expressed his condolences to the victims and ordered emergency services to provide assistance.

Some 200 soldiers and 10 military vehicles have been deployed to help at the site of the explosion, TASS reported, citing local military officials.

The video and photos published by the local Crimean media showed people going to several ambulances on the scene, where some of the university windows were broken. Russian state television showed videos of military armored vehicles driving rapidly towards the university.

Crimea has been under Russian control since it sent troops to take the peninsula of Ukraine in 2014.

This is a story in development.
