Background
The following case report was written by the investigation of TBV Investigations Jim Kerr.
On October 28th, 2018, at approximately 4:23 am, Esteban Zavala posted a live video on Instagram that shows what he said were 5 UFOs about the city of Rosarito, Baja California. It was a fog in the early morning of Rosarita with several illuminated objects that seemed to be floating about 100 feet above the ground. Later that day, Zavala posted the same Instagram video titled, "OVNI, Hovering in Rosarito 2018," on his YouTube channel called Esteban Zavala. (refer to the following link under credits). In a matter of hours, Zavala's video images became viral all over the world through the Internet, and they were republished on UFO channels on YouTube, UFO Blogs, Facebook, Twitter and more.
On November 6, 2018, John Greenewald, creator of "The Black Vault", shared with his team of UFO Investigators an article entitled "One of the best UFO sightings filmed lately", which included the video of Zavala. We all watched the video and came to the unanimous conclusion that what Zavala recorded on video was street lights.
Although the objects in Zavala's video had already been resolved and determined as street lights, we at TBV Investigations are publishing this information not only to educate the public, but for the necessary archive reference material. Our report is an important documentation on the ease with which street lights can be confused with the hazy weather conditions of flying saucers, especially the newly designed circular LED street lights and installation.

"Today, October 28, 2018, I witnessed 5 UFOs looming over Rosarito, Baja California MX. Around 4:23 am I was driving back to San Diego, California with my grandmother. We were having a normal conversation when he suddenly fell silent and all he could do was point to the sky. I look up and see 5 of these things floating above the houses and the beach. I stopped and immediately went live on Instagram to avoid speculation about video editing and so on. Share your thoughts. "

Ales Backman, investigative journalist, is credited with determining these alleged Flying Saucers if new circular LED lights were recently installed to illuminate a newly constructed road interchange along Highway 1D.
Backman drove to Rosarito and videotaped the location of the lights.

conclusion
After watching the full unedited video of Zavala on his YouTube channel, I really believe that he and his mother believed that they witnessed multiple UFOs in the city of Rosarito, Baja California. It is important to note that they did not travel on the main 1D road, but on a side road in hazy weather conditions. If they had been driving on highway 1D, I think they would have seen that the lights were actually road lights.
I find it very sad that so many alleged researchers and UFO individuals in social networks capitalize and exploit this video that claims that the objects were real flying saucers. The above is a real problem in current Ufology and throws a bad light on legitimate researchers. Our objective at TBV Investigations is to inform and educate the public and reduce the exploitation of poorly identified UFO sightings.
