Reports of voter intimidation at polling places in Texas

Moods are booming during early voting in Dallas County, Texas, and reports of voter intimidation are increasing. The county's non-partisan election administrator said the harassment, including the insults and interrogations of voters waiting in line, is the worst he has seen in decades.

"I've been here for 30 years, and this harassment is happening, I've never seen anything like it," said Toni Pippins-Poole, county elections director. "I've seen some other things, they're using props and other things, but nothing like this kind of mentality or aggression or the kind of degrading actions."

At the Lakeside Activity Center in Mesquite, Texas, election administrators received complaints from an election observer who watched voters' shoulders as they cast their ballots and questioned voters about their policy. The person was then escorted by agents of the Mesquite Police Department on Monday after refusing to leave the premises, according to Pippins-Poole.

Texas Law requires that any form of electoral campaigns, including the disclosure of political literature or the defense or defense of candidates or problems, can only occur more than 100 feet away from a polling place. Within that distance, the poll workers can kick people out for causing a riot. When the trouble is further away, Pippins-Poole instructs his workers at the polling station to call the police.

Survey respondents at the Lochwood Library in Dallas reported that they were "harassed" and "verbally abused" and described a person driving a megaphone screaming about "baby killers" according to a tweet from the Texas Civil Rights Project, an organization that tracks issues related to voting in the state. Despite notifying the police, Pippins-Poole said that the person has not been identified and that reports of harassment are ongoing.

At the Richardson Civic Center, multiple reports emerged of a person who was beyond the 100-foot perimeter approaching voters when they came to vote, and called people "bipolar" and "alligators living in swamps" . video posted on Twitter by the Texas Civil Rights Project shows a person walking and shouting about similar issues.

There is currently no evidence to suggest that the incidents reported in Dallas County have prevented voters from casting a vote. However, when harassment occurs, it can be particularly daunting for those who have no experience with voting, said Calvin Jillson, a political science professor at Southern Methodist University.

"If it's the first time you vote, let's say a young voter or a minority voter, a recently released Hispanic citizen who votes for the first time, and has an aggressive white man shouting at him when he comes in, this can have a negative effect. It is meant to dissuade people from voting, "Jillson said.

According to Sam Taylor, the office's communications director, the secretary of the state office has been in regular contact with Dallas County election officials regarding the issues of harassment and intimidation. In a written statement sent to ProPublica, Rolando Pablos, Texas secretary of state, said that "everyone should continue to treat their fellow Texans with dignity" either inside or outside a polling place.

"We strongly condemn the harassment of Texas voters in any way or form. "We encourage Texans to make their voices heard at the polls and to be respectful and courteous to other voters who wish to do the same," Pablos wrote.

Tensions are high throughout Texas. The state is in the midst of an unexpectedly closed race in the Senate between Republican incumbent Ted Cruz and Democratic candidate Beto O'Rourke, who has boosted the record registry Y early participation in the vote.
